Idaho waivers, explained simply

The waiver world can feel confusing. Here are clear, jargon-free answers — and trusted links to help your family move forward with confidence.

The Developmental Disabilities (DD) Waiver is an Idaho Medicaid "home- and community-based services" program. It helps people with developmental disabilities get the supports they need — such as in-home care, respite, and community integration — so they can live as independently as possible in their own home and community instead of an institution.

The Aged & Disabled (A&D) Waiver is an Idaho Medicaid program that provides home- and community-based services to eligible adults. It's designed to help seniors and adults with disabilities remain safely and comfortably in their own homes — rather than moving to a nursing facility.

Eligibility is based on Medicaid criteria and a needs assessment. Generally, a person must be eligible for Medicaid and meet a "level of care" requirement for the waiver they're applying for. Please note that Overcome serves adults age 18 and older — we do not provide services for children. The general path is: (1) Apply for Medicaid through the Idaho Department of Health & Welfare; (2) Complete the waiver eligibility and level-of-care assessment (for DD services, apply for adult DD programs); (3) Work with a plan developer to build your service plan; and (4) Choose a provider like Overcome to deliver your services. Self-directed services (also called participant-directed) give individuals and families more control over their care. Within program rules, you may have more say in who provides support, how schedules work, and how your service budget is used. Overcome LLC is a Medicaid-approved provider and also accepts Molina Healthcare, and we're currently in the process of contracting with UnitedHealthcare. We work closely with Idaho's DD and A&D Waiver programs, and for most waiver-eligible individuals there's little to no out-of-pocket cost for covered services.
